behalf's verification keys will be published here as a signed key log, so that exports can be checked against published keys rather than only the keys embedded in the export itself.

Not yet published. Today, every export embeds the public keys it needs, and the verifier is explicit that it checked against embedded keys — key provenance is a later milestone. This URL is stable and will not move.
